Hepi paper calls for graduate contribution scheme

England’s student loan scheme is “unviable”, and there are no affordable ways of fixing it, according to a report published by the Higher Education Policy Institute.

A paper published by the think tank on 21 January argues that England’s current student loan system should be replaced by a “graduate contribution scheme” that would encompass contributions from those who graduated in the era of grant-funded study.
