Just how much money did the government allocate to its Covid restructuring regime?

This may be only the second Playbook of 2022, but don’t let that fool you. We have been beavering away over the winter break, trying to get to the bottom of one or two things that have been bugging us about the past year or two in higher education policymaking.

For a start, we have been looking into how many institutions accessed the Department for Education’s Higher Education Restructuring Regime—the emergency loans made available to providers by the government at the height of the pandemic.
