Do further education reforms point the way to public sector universities?

In 12 months’ time, the Office for National Statistics will be delivering its judgment on whether universities should be reclassified from private bodies to part of the public sector. The implications for higher education are huge.

An ONS review will take place as a result of a little-known clause triggered by the passing of the Skills and Post 16 Education Act 2022—Gavin Williamson’s principal achievement as secretary of state for education. The ONS has already ruled on further education.
