Adapting to an outcome-based funding model
In October, the European Union announced it was considering a “massive extension” of its lump-sum funding model. The change means that those taking part in projects would not need to report their costs or use timesheets to track work. Instead, they would submit overarching cost estimates set out before the project starts.
In the seven-year Horizon 2020 R&D scheme, lump-sum funding was only used for low-value, single-beneficiary grants. But a 2018 pilot scheme tested how lump-sum funding could work for larger, more complex projects in the following €95 billion scheme, Horizon Europe.
