Higher Education Pact money has not yet led to increase in lecturers, DHV warns
The German University Association (DHV) has said that the federal states and universities have failed to spend money paid out via the Higher Education Pact, which was intended to help them increase student numbers.
A statement released by the DHV on 25 September said the alleged hoarding of such funds was “outrageous”. The association pointed to data from Germany’s Federal Audit Office, which said that by the end of 2018, universities had saved up €3.7 billion from the pact, which runs from 2016 to 2020.
