A study has found that the Excellence Initiative, a government funding programme that gave financial top-ups to the best research universities, exacerbated financial inequality in German higher education.
The study analysed the external research funding income of 78 German universities over 15 years. “The Excellence Initiative augmented pre-existing differences in third-party funding across institutions,” the authors concluded.
