EU tweaks rules for association to Horizon Europe R&D programme

Negotiators add respect for human rights to requirements and regular corrections to financial contributions

Tweaks to the legislation for the 2021-27 EU R&D programme agreed by negotiators on 11 December include alterations to the rules for non-EU countries to participate and contribute funding.

A text setting out the negotiators’ deal on the Horizon Europe legislation, published on 17 December, shows that a route for non-EU countries to participate through an association agreement has been tweaked to be open only to countries that have “respect of human rights”.
