Commission opens call for evidence on effectiveness and value of standards-raising policy package

The EU is seeking feedback on its European Education Area policy package for harmonising national education systems and raising quality standards in the bloc, including the effectiveness and value of the initiative.

On 16 June the European Commission opened a call for evidence as part of an evaluation of the EEA, which it said could lead to adjustments being made for 2026-30.

“Lessons learned from the evaluation will deepen the Commission’s understanding and contribute to its evaluation report that will prepare the next phase until 2030,” an accompanying note said.

One of the questions the Commission wants to answer is on the effectiveness of measures. This would involve “looking at the quantitative and/or qualitative effects”, the note said.

These might require participants in the call for evidence “trying to identify any unexpected or unintended effects”, for example.

Another is the “EU added value resulting from cooperation and EU-level actions to create the EEA compared to what could reasonably have been achieved by member states acting alone”.

Other aims include identifying “gaps and overlaps” in working methods and assessing the relevance of the initiative’s priorities.

The call for evidence is open until 15 September, with a public consultation planned for the first quarter of 2024. A synopsis report of feedback will then be published.
