Dual-use guidance underlines EU legal risk from research papers

Universities must screen data, preprints and papers on sensitive technologies before sharing them, Commission says

Universities in the EU could face penalties for exporting sensitive technologies if papers published by their researchers reveal technical details of such technologies.

The European Commission finally published guidance on the EU’s updated laws for exporting ‘dual-use’ technologies—those that could be misused by hostile countries or groups—on 23 September.
