R&D-intensive countries need clarity on intellectual property

Most Europeans are painfully familiar with warm words of political leaders not matching up to reality.

This is true especially for R&D, where national leaders frequently agree the need for increased spending, then let their finance ministers push for cuts to the EU’s R&D budget when annual negotiations roll around.
