Inside Out: When payment delays beset Horizon 2020

Research Europe looks back at a crisis reported from 2014

Ten years ago, MEPs and the European Commission were squaring up for a scrap with the EU member state governments over how much money would be made available to cover payments from programmes including the then research and innovation programme, Horizon 2020.

Overdue payments to universities, farmers and other groups had reached €23 billion, according to the Commission. Speaking in the European Parliament, Androulla Vassiliou, commissioner for education and culture, said this could have serious consequences.
