Universities have welcomed guidance on a financial guarantee for UK participants in Horizon Europe but warned that uncertainty will “continue to fester” until the country’s membership of the European Union’s vast R&D programme is confirmed.

Access to the €95.5 billion (£80.5bn) programme is a top priority for many researchers in the UK and the government has negotiated to buy its way back in after Brexit. But finalisation of this agreed ‘association’ deal by Brussels has failed to materialise as political rows over Northern Ireland have soured relations between UK politicians and their counterparts on the continent.
