The government’s Advanced Research and Invention Agency will struggle to be successful without more clarity of purpose, policy experts have warned.

A bill to create the £800 million agency for high-risk, high-reward research—which is modelled on the Advanced Research Projects Agency in the United States—is making its way through the UK parliament.
