Call to cap international students at ‘second-tier’ universities

Right-leaning Policy Exchange think tank proposes limiting student numbers and their dependants

Students should be taken out of overall migration figures as they are short-term residents, but a cap at “second-tier universities” should be considered, a think tank has argued.

According to a report by the right-leaning Policy Exchange think tank, the government “should remove students from the overall immigration numbers” once it has set up “a proper system of monitoring arrivals” to the UK.
