Lifelong Loan Entitlement should offer funding ‘per module’

Lifelong Education Commission and Sutton Trust set out opinions on the LLE

Funding for the Lifelong Loan Entitlement should be based on “a per-credit funding model” to allow learners to study when they need to, according to the Lifelong Education Commission.

In its response to the government’s consultation on the LLE, the commission—chaired by former universities and science minister Chris Skidmore—wrote that the LLE “cannot be built in the same way as the current student finance system”, as it “safely assumes that learners will be taking monolithic level 3+ qualifications at timescales measured in terms and years”.
