The US is struggling to maintain its research workforce as other countries grow their own

When you are used to being the best, feeling competitors nipping at your heels is unsettling.

R&D is now a global endeavour and the US is no longer as far ahead of the pack as it once was. China is the most vexatious R&D competitor for many policymakers, but plenty of other countries have claimed their own slices of the research pie.
