England’s regulator will reportedly be able to fine institutions breaching free speech conditions under plans
A “free speech champion” will be appointed to the Office for Students, according to media reports.
It is understood that education secretary Gavin Williamson will announce the appointment on 16 February, following increased pressure from the government on universities to do more to protect free speech.
