Windsor Framework raises hopes for R&D, but key questions are yet to be answered

A much-hailed UK-EU deal on Northern Ireland trade this week has unblocked the UK’s route to participating in coveted EU R&D programmes, including Horizon Europe.

The EU has so far declined to approve the UK’s 2020 agreement on associating to the programme, but that will change if the Northern Ireland agreement holds, according to the European Commission president Ursula von der Leyen.
