Just before he was replaced as president in early 2021, Donald Trump issued a memorandum to protect government-funded R&D against foreign interference and exploitation.
The memo, known as NSPM-33, called on federal research agencies to strengthen and streamline their disclosure requirements, in order to more easily spot grant applicants with interests and affiliations that might pose a threat to national research security.
